It would be impossible to remove Harris without replacing her with another POC, and maybe impossible even in that case. The uproar in response to removing the first female and POC from such high office would be deafening. What other POC would they replace her with?
If my hunch is correct Obama picked Harris early on to continue his legacy. She failed spectacularly as a candidate but Obama made sure she was picked for VP. Someone may not want her in a position to step up into the top spot. Perhaps the Stalinists are battling the Trotskyites.
