Well this would simply be a normal audit process. You get all of the print logs and mail logs compare the actual number of ballots printed/sent. then the same on the receiving side. Postage paid and ballots received in counted controlled batches. Records should be maintained for all of these process points as part of a normal system design. even brochures would be handled this way as you would be spending money in a normal company for this stuff. This is the kind of stuff you audit and it would show faulty process controls and possible fraud but certainly very incompetent handling of very important materials. They are incompetent to handle technical processes.
