Something was brought up that I had never thought of: in an area the size of Maricopa Co, there are large numbers of ballot variants, to accommodate the many combinations of state and local races. A person who lives at a particular address votes on a specific package of offices from Congressional seats, to school board, to judges, local representatives to various districts and boards.
Mr. Hughes mentioned that this would making large numbers of “counterfeit ballots” a daunting task. He didn’t say it, but the implication is that if someone copied a ballot in quantity, the copies would all be for the same unique group of races, and stand out like a sore thumb.
That sort of thing is unlikely to be disclosed until the final report. Mismatches between the subtotals of “variant” ballots received, and the variants the booked in voters would have required would be another way to demonstrate deliberate fraud.

Runbeck has a patented ballot duplication system that may have been used in this election and they are every bit as knowledgeable abut the differing nature of the various Maricopa County ballots.
Runbeck was also the mailer of all of Maricopa counties mail in ballots. and was possibly also the return address for any mail in ballots that were sent to “wrong” addresses or to places like empty lots or 2 bedroom houses with 52 registered voters living there.
Runbeck also reputedly contracted to operate mail in ballot drop off boxes in Maricopa County
According to witnesses, the Maricopa County vote tabulation was receiving a daily stream of large quantities of ballots ( in the 10s of thousands) for at least 7 days after the election and probably right up until the inexplicably long delayed final count for Maricopa county. Many of these ballots had been duplicated off site at Runbeck's facility .
But only one Charlie Brown.

There were 667 different ballots used in the county. That leaves a lot of segmentation that is voting area specific. Any duplicate counting or ballot stuffing stands out in the much smaller segmentation.
This guy printed the ballots for the county for 16 years before retirement.
