I don't think it can be done while airplanes in the top deck. There was typhoon, we had to tie down some non flyable airplanes with steel cables outside the hangars. After the typhoon, some airplanes flown blown away by themselves too far away beyond repair. If it'd do same wild turn with some airplanes in the top deck, some will fall in the water even if tied up securely.

This is likely because there is no airwing aboard.
I don’t have any doubt that turn could be accomplished with planes on deck. But it is a certainty that the planes would NOT have six point tie-downs. I am certain it would be 12 or 24 point tie downs.
But I am confident it could be done.
