No I am asking anyone who knows how he got his information. For instance a network administrator can do packet capture on any computer he oversees. That is quite different than packet capture on multiple computers in key swing states.
I would like to believe his data is real, so I am asking is there any way a computer expert could intercept this much communication.
My opinion is that no, there is no way that what he is saying is correct. I think that he believes it, but he just doesn’t understand the underlying technologies well enough to tell bullshit from fact.
There are ways that someone with the necessary resources could intercept packet streams from China to various endpoints in the USA. In general, as you noted, a network administrator can do so for his local network. Doing so more generally, where the interception is of a packet stream between two third parties is much more difficult.
Examples of organizations that can gather packet streams in those situations are the NSA, the CIA, probably the FBI, probably some military organizations, and their foreign counterparts.
It seems kind of unlikely that, as an example, the NSA chose to leak their collections via Mike Lindell, or some inside whistle blower did. But you never know, stranger things have happened.
