Is FEMA really necessary in a case like this? A state can’t handle it? I’m open to being educated on this topic but I thought FEMA was for widespread disasters like earthquakes and tornadoes.

FEMA would be the point of contact for national teams and foreign experts such as the Israeli team that is there.

Also FEMA manages the database of certifications in case they need “those 10 guys who are certified to do XYZ.”

The whole system, their interactions, reportings, and training are amazing. People think if FEMA as the guys in the polo shirts who “show up” and hand stuff out. That is a very, very small part of their responsibilities.
