These stories you can pretty much figure out what happened.

There is no way the citizen was given warning and enough time to react. He wouldn’t have deliberately ignored a call to drop the gun. Cop runs to the scene and start blasting away.

In this situation, kick the bad guys gun away gun and stick the your own gun,on your gun in your belt or pocket, out if sight by available if you need it. Don’t let the cops rushing to the scene see a gun in your hand.

Everybody's different - intense situations with intense adrenal rush can negate thought in some people, particularly if they've never experienced a high risk situation. They can no longer work a problem and just react instead. A regular every-day Joe I could understand, but if the cop readily succumbed to hysterics he doesn't need to be in that job.

I imagine you’re right and if the bodycam and dashcam video haven’t been accidentally/conveniently deleted then they’ll prove you right.
