I wonder if bitlocker has to be turned on. I was able to tell if BIOS has UEFI turned on by: Type “msinfo32” in Windows + R Run window, and press enter; Find BIOS Mode in System Summary, check it show “UEFI” or “legacy”;
I also tried it on a really new laptop, and it did pass, without bitlocker turned on.
At some point, I'll have to check about the UEFI. I have it turned off on my work machines because of all the stuff I do that might require a legacy boot. My processors are 64 bit and the workstation has 32 gig of ram, so it's possibly UEFI, or TPM, or not DirectX12 that's doing it. Thanks for the suggestions!

I gave you a bum steer regarding checking TPM version.
Better to use "Device Manager"
Open the Device Manager and look for a node called “Security devices“.
Expand it and see if it has a “Trusted Platform Module” listed. If so it should show the version.
