I worked const for Rooney on many of Galt Ocean Drive condos in Ft laud from 74 on.
What are Post-tension cables,dont think I eve saw one

We had them in the nuclear containment buildings.

Also in the FIU walkway bridge that collapsed.

They run steel cables through the rebar before they pour the slab. After it cures, they apply tension to the cable (hence "post") and cap off the tensioned cable.

Once they lay the deck steel down they thread a cable throughout the slab. The ends protrude from the building at each end. Once the slab is poured, and then cured, they put a hydraulic wench on the cables and put some tremendous amount of tension on the cables. You definitely don’t want to shoot a Hilti pin in one or core a hole through it. It’s like having a hand grenade go off.
