We had a similar situation with the long tunnels we have in Pittsburgh a decade or so ago. People complained about losing their radio and cell phone signals. PennDOT wanted an appropriation in the millions to fix the problem.

Some engineering students and Carnegie Mellon figured out how to do it for about $80K as a class project. PennDOT ended up looking rather stupid when they did.

A MAACO guy told me that if you go to a dealer or a body shop for painting your car, they will throw a high price at you because they don't know how to do it.

Then, if they get the job, they try to figure out how to do it.
