Yup. One of the more competent officers to survive the purges. The Russians I've talked to hate him because they consider him a butcher who wasted his men's lives to curry political favors with Stalin. I liked the way he was portrayed in The Death of Stalin. By forcibly removing NKVD troops from Moscow, he made sure Khrushchev's coup against the psychopath Beria would succeed.

Yes, it was very dangerous to be more popular than Stalin in the Soviet Union (see Sergei Kirov).
