What I am not understanding is how the State of Florida has standing. I thought states don’t have standing in Federal courts anymore not since Texas v woke states was thrown out.

It might have to do with the State being economically hurt by the behavior of the CDC. -Tom

Harm to the state didn’t matter in the Obummercare case. Why will it matter here?
