That only goes so far. He had four years to gut the bureaucracy, and he didn’t do it. The fact that people like Kristjen Nielsen had her job for so long was inexcusable. He could have at least gone down swinging, instead he pulled his punches.

Agreed, and this was the fatal flaw of the first Trump administration. The problem is an outsider like Trump needs people who know how Washington works, but almost all of those people are committed to preserving the status quo.
Over the four years I think Trump only managed to find a couple of people who both knew the system and were loyal to him.
