True, but they have to know that taking Guam out would be the 21st century equivalent to Pearl Harbor.
The Japanese Admiralty also thought they could rule the Pacific if they just eliminated the US Pacific Fleet. After all, Hawaii, like Guam today, was only a territory at the time.
