That’s more than dehydration. Assuming the medics know what they are doing you do not defibrillate someone unless they are pulseless

The Automated External Defibrillator (AED) will not send a shock if the patient is not in ventricular fibrillation. They might have a pulse if in ventricular tachycardia the AED can be auto-synced to send the charge at the right time.
