Group F is the group of death. France, Germany, and Portugal is as tough as it gets.

Greece, Bulgaria, Albania, Serbia, Bosnia, Slovenia, Belarus, Lithuania, Latvia, Estonia, Norway, Ireland, Iceland, Malta and Luxembourg.
Also Kosovo but I don't know if they are allowed to compete. Maybe Cyprus is considered a European country and it's missing. Also Andorra--do they compete?
