When they want to make it a seasonal ritual; with "boosters" some folks with "buyer's remorse" may join a push-back.If some actual problems with the vaccine surface you may be right.
As it is, the shots have been proven to be so effective and the side effects so trivial I don't see a material number of people being swayed by internet conspiracy talk.

Some people who just want everything to be "over" may decide they've done enough if told they need a booster passport to get on a ship or go to school, and may object on how the shots are being used as a cattle prod.
