Australia has used that name since at least the early 80s.
I was told the beaches around Adelaide were part of the Southern Ocean, not the Indian Ocean. It’s a worthy consideration, to Australians and South Africans, as there’s no real narrows to declare where the Atlantic stops and the Indian begins, or where the Indian stops and the Pacific begins.
