I think that is a great idea if people can be identified.
Paying a bounty might get people to get them.
I have said for years that hackers should be treated no differently than Pirates were treated back in the 18th century.
And I am not joking. I would even consider tarring their bodies and placing them in cages outside technology conferences.
It may someday come to that.
