With his 1/14/21 signature, the President is no longer in power. The president relinquished it. The military is in control.
The military is tasked to follow the appropriate steps in the War Manual (it's online, like 1500 pages), specifically in this case 11.3 an 11.4, that deals with an occupying power. DC is occupied territory. This explains all the gyrations of troops, fences and barbed wire. This explains a few days ago when four armed Blackhawks landed on the Capitol lawn, *facing* the capitol, for two hours engines at full bore.
Part of the Insurrection act is to restore civilian rule ASAP. By, 'ASAP', that does not mean 5 minutes... but it certainly may mean 8-9 months.
