I don’t understand. Are these people saying that President Trump is working with Biden?

"These People" can be better understood by thinking of the difference between BidEn and BidEn. BidEn is the 40+ years of doofus from Delaware, perennial 'Rat. BidAn is the guy now playing the role of the top villain we think of as POTUS.

With that said, Trump, or more realistically Trump's team and the DOD, is working with BidAn.
