I wonder how any pilots that happen to catch a glimpse of an F-117 Nighthawk in 1981 would have described it?

I think they are referring here to the fact that these craft move from 80,000 ft in altitude to the surface of the ocean in less than a second. And then make right angle turns at hypersonic speed without breaking apart.

On top of that, when the tictac Cmdr. David Fravor was chasing disappeared and he was told to break-off and rendezvous at a CAP point by the USS Princeton, the Princeton radar operator immediately found that the tictac instantly appeared at the rendezvous point some 50 miles away.

There are two questions here. First, how did the tictac know where the rendezvous point was and, second, how did it get there instantaneously?
