Do you have any idea how much that would cost and how impossible it would be to insulate to prevent power losses Ive.seen some bad ideas on FR but congratulations this it probably in the top 20%.
The cost would be less than solar panels and their long distance copper wiring. Maybe roads could have walkable solar roof coverings added, with e-bike lanes.
Buying power from the roadbed while going uphill could be offset by selling the power back when going down the backside, or whenever braking. It seems this could be made quite energy distribution efficient.
