In my experience, these type of “incentives” typically go to the families, friends, and contributors of political campaigns.

These "lotteries" for those who took vaccines experimental treatments are RIGGED. Does anyone really believe the government would select a winner at random and inadvertently select one who had died from complications of the experimental treatment they took?
