Assuming you’re not alone. You have other neighbors, and may need to find out if they’re annoyed by this as well. A collective letter in the new neighbor’s mailbox, explaining your desire to be welcoming but respect will only be given on a two way street. You’d prefer not call the police on simple noise matters, but there should be a time limit - say 10pm.
If the rest of your neighbors are not bothered by this noise and refuse to get involved - dump your property while the dumping is good. And, be sure to sell it to the very first Hispanic family that can afford to buy it. It’ll help your neighbors understand your perspective better.
I’m not sure what the neighbor on the other side is thinking. He may have called the police already. The sound is quieted down.
Do people really have to be told that they are being disturbingly obnoxious? Is self awareness really that lacking in some groups?

This is an optimum time to sell. Or, find out whom they hate, and threaten that unless they pipe down, you will sell your property for a dollar to the first one of "them" you find.
