the way I read it initially is the guy was an arrogant sob trying to stop her from doing what she loved...running her dog......
She had her dog off-leash in a bird sanctuary.
She was 100% in the wrong.
He merely asked her to put her dog on its leash, mentioning that he could have dog treats.
She called the cops with the treats being the threat to her and her dog.
