The problem with bio weapons in the past was that they are unpredictable. In plain words, one sends poison to the enemy, then one has to go in and take over the enemies territory. The Germans learned that the hard way in WW1. They sent poison gas over to the French lines, then they had to advance into that poisoned area after it cleared-it didnt clear totally like they thought. Yet they used it often.
