This is true (although one nitpick: Rt will drop below 1. R0 exists independent of who’s vaccinated since it - by definition - is a measure of spread within a completely vulnerable population).
The smallpox vaccine is only 95% effective and with a mass vaccination campaign, it was wiped off the face of the Earth after ~3,500 years of terrorizing people and killing hundreds of millions of people.
