Most electric motors need air for cooling. Wrap a rag around an electric motor will cause it to overheat. Wrap a rag around a carburetor air intake will cause it to choke for air.
Next you will be telling me that wrapping a rag around a windmill will impede it.
Or putting a rag around a solar array will cause some kind of problem.
