This is one of the purposes of many gun control laws.
To be able to charge people with "something".
Proving the gun was obtained illegally probably means the gun was purchased without geting government permission in California.
California is one of very few states which require this.
It is why the left is so insistent on "universal background checks". That is code meaning you must have government permission to own a gun.
