There are a couple of reasons they can’t do this. One, it has been categorically stated that the number one terror threat to the U.S. are white supremacists. Since they are the number one threat, they have to be a priority.

Secondly, targeting gang members (are they really gangs or just philosophical ideas?) would be targeting mainly, let’s be honest, totally, ‘people of color’, which would diminish our Army’s (and nation’s) greatest strength—diversity!
