I am not sure about ownership. Telegram was launched in 2013 by brothers Nikolai and Pavel Durov, a Russian-born entrepreneur who is best known for being the founder of the social networking site VK, and later the Telegram Messenger.

You would be correct. Two brothers started it. Can’t remember their names. Boris and Natasha.. okay teasing on those names. It’s a tad sketchy on where they’re headquartered.
