Seriously, I'd always thought that the E-6's and E-7's actually do Make Things Happen (at the request-with-the-force-of-an-order from the Old Man) but realize that the only way to develop talent in the junior guys is let them have their chance to show/grow their stuff.
Go out on a parade and the ranks and chain of command is only way to play. Get into a fight and everybody in the unit better be able to think on his own sometimes.
