One thing is certain, it didn’t belong to the person who found it. And she knew it. No harm in just giving it to someone else who claims it as theirs.
I agree. It isn’t my job to determine who owns what. I might bring it to a lost and found, but if someone comes up and says it is theirs, I hand it over and go on my way.

What is wrong with people?
My son left his phone on the counter of a convenience store. Walked out, turned around and went back in to the counter and asked the clerk where his phone was. The clerk recognized my son a a frequent customer.
Clerk said when he noticed the phone on the counter and began to reach for it, a couple obama sisters snatched the phone, claimed it was theirs and ran away with the phone.
They made all sorts of calls before my son was able to turn it off.
Stealing the phone, and that was exactly what it was, stealing, is dishonorable, unethical, underhanded, and reflects a depraved entitled low IQ mind.
Hold lost items, call the cops to turn lost property over to them. That is the honest and responsible thing to do.
