that doesn't make sense to me. If that is another way to cheat, why not identify it?
I wonder if there is any analysis on how many votes came from commercial addresses?
How many votes came from a PO Box?
How many votes came from a single address?
How many votes came from a phantom address?
All of those had to have signatures.
Why give that analysis up?

I can't seem to find it now, and I don't know which state it was from, but someone did a signature analysis and found the same handwriting on different ballots.

I don't know what it means by not looking at early returns. What date constitutes an early return? Postmarked the same day it was sent out? Can they look at anything after early returns?
