Does anyone know who the guy standing behind Gov. DeSantis is? He almost looks as though he's giving out coded signals of some kind? Every time he scratches part of his face, he appears to be looking directly into the camera.

Yes, that’s what many believed when Q posted the drops. In the last 6 months, there have been a few anons who’ve made a compelling case that that, while 11.2 and 11.3 looked like dates, they were actually sections of the Law of War, a component of international law that regulates the conditions for war and the conduct of warring parties around the world.
