Muslims believe dogs are dirty and impure and they’re discouraged from having them as pets. I hope that poor dog wasn’t neglected or abused.

Yup, we’ll never know. Middle Eastern cultures as a whole think that way about dogs. I once did a home check (a home check for a local Labrador rescue, where you go and snoop the house out to see if they’d be a good fit for a rescue dog.. which is bordering on tattle telling) for a younger guy, Chaldean Catholic from Iraq. He adopted a dog and returned it a week later because his mother refused to visit him.
