The only reason employers can get away with this is because their employees have outstanding warrants, or they are illegal immigrants.
Everyone else would quit and go straight to Social Services for Food Stamps and unemployment benefits.
Also, the IRS pays a bounty to former employees who rat out corrupt bosses.
Also, employees can file class action lawsuits plus damages to recover lost wages.
No doubt, some workers get ripped off.
But, it is very easy to get legal assistance to fight back.

Today, driving down Maine Street in Ellsworth, Maine all of the help wanted signs show a starting wage of at least $14.00 an hour-for entry positions at fast food resturants. One offered $17.00 an hour, one a $2.00 per hour summer add-on, and other a $500.00 signing bonus.

That job ended almost 30 years(and many brain cells) ago, btw.

Minimum wage isn’t what has to be paid: Minimum outlaws jobs below a specific wage.
Not all labor produces value in excess of that number, which means that if an employer paid that amount for such a laborer, he would be losing money. The minimum wage law doesn’t force employers to pay more money, it merely bans all those jobs.
the easiest group to rip off is low wage but a caveate on this. you pay for what you get and a employee who feels he is being cheated is likely to do the same on the job. criminal behavior from a employer is likely to attract employees that engage in the same ethical behavior.
Don’t get married to the company you work for. And don't be afraid to divorce/sell your business.

You should study up on economics.
A federal minimum wage of $0 doesn’t mean that $0 is the minimum wage that companies would offer.
