It is an awkward term. I think he means grounded, sturdy foundation, anchored...based. He needs a better word, but the concept is right.

using ‘based’ in context (”A Manifesto for the Based”, “The Declaration of Independence was based as hell and still is”) makes no sense, but ‘biased’ does; rather, his spell checker changed the word and it was not caught due to poor editing. Else like you said he uses an awkward word that does not really fit English sentence construction.
