An independent CDC would have a charter that did not allow it to be a tool of anyone else’s agendas, goals, or policies. IT’S own goals would be mostly collecting data, collecting and sharing disease research & analysis, and collecting and sharing disease related medical information. Donors could only be donors and could not serve on its board or in any CDC positions, nor could CDC positions be held by persons with business or family relationships with donors.

That charter is a fig leaf to cover the obvious control of the agency by Bill Gates, Soros etc. Have a look at the board of directors. Ambassadors to the EU and UN.
All the deep staters have/had foundations to launder funds and influence. The Clinton Foundation had two - one abruptly closed down ahead of Trump being sworn into office January 2017. The other one bought and received influence pedaling funds etc. Remember Chelsea was head of it? *smh*

None of what I suggested was related the present CDC in any way.
My positions was canning the current CDC as a federal unit altogether. I posited a non-governmental totally independent non-profit CDC that had none the current enforcement authority of the current CDC. Your comments show you read too little of what I said from the beginning.
