I’ll go with dogs accosted and were barking at bear and woman got between bear and dogs trying to scare it off so it wouldn’t hurt dogs and that’s how she got killed.

One of the precautions often seen on bear alert precaution signs, bears chase after dogs who run to their masters for safety.

Makes sense. But remember she had to cubs. Never get between the mother and her babies.
