Once again, if they didn't shoot the suspect, and he was still holding onto the weapon, everyone in that parking lot was at risk. No? Only takes a second to jump into a vehicle and put a screwdriver to some woman's neck, then she's a hostage etc. This is just one legitimate scenario that could happen if the cops had failed to shoot the fleeing armed suspect.
