And he was clearly armed and within the range recommended for the Tueller Drill (Less than 21 feet).

The suspect had a weapon, and already injured a cop, attempting to kill her. What would have occurred if they did not shoot the suspect and the suspect ran over to some lady in a car in that parking lot, carjacking her and holding her hostage?
If he was still holding onto the weapon, the threat to anyone in that parking lot was not over.
