Sadly you are too right. People make excuses for "Republicans", those with the resources or potential power talk instead of action.

I'll even say this of former-President Trump. He's got, by his own claim, upwards to $10 billion or more, and yet was too cheap to higher the attorneys necessary to stop the steal, so far too cheap to buy or build an alternative to the social media platforms, etc.

And we get opportunists like Cornyn, once again promoting gun rights because he needs money for reelection, not that he'll ever really take action.
