No, that's not what I saw. The Shuttle was over South America at the time and it wasn't very cloudy. The "craft" first appeared as a dot over the Amazon and then quickly grew in size. It made three circles around the shuttle before zooming off. It appeared to be a weird wobbling frisbee with a distortion around it like you see when light is altered by high heat in the desert sun. The tape also had telemetry info embedded in the video. Fyi, was also being tracked on radar on board. Norad was also tracking it.
The AF came in and they "decided" it was space debris... which everyone knew it wasn't. Changed orbit, flew around the shuttle and so forth. AF never told anyone not to talk about it (at least not that I know), but they were very aggressive and insistent about getting all the downlink tapes that were in the MCC.
