As Malé is one of the most densely populated cities in the world, this was an important preventive measure, which had been considered in the government’s advanced planning and preparedness efforts.

"So how was this a crises and what was the challenge?"

Challenge? Forget Covid: "According to latest studies...at such a rate of sea level rise, fifteen percent of the Maldives’ capital island of Malé would be submerged by 2025" (https://honors.libraries.psu.edu/files/final_submissions/3804) For the record!

Based on satellite measurements, The Maldives are among the 70-80 % of coral islands which are gaining in size. The meme of south sea islands slipping beneath the waves turns out to be total unscientific fabrication. Furthermore, this has been known since the Voyage of the Beagle in the 19th century.
