“Under” 3GD could also be a figure of speech, meaning below the dam or in the potential floodplain - not literally underneath it, like in tunnels. It would make sense to be nearby, to be close to the electrical source.

iirc, somebody on this thread posted that there may be nuclear generators “under the dam”??
so, lotta info out there to sort through.
btw, have you seen live shots of the dam lately? last time I saw them was during the christmas holidays & you could see faults developing and water flowing around the side of the dam.
if breached could be a major disaster for millions of people....and ruin their food supply.
