IMHO That question can only be resolved in Court. And in appeal to the Supreme Court if allowed.
Notice how late the Alaskan and Floridian politicians are in coming to that conclusion.
Everybody just went along with the CDC, so the unchallenged CDC grabbed more power. They along with the Cruise Lines let over a year slip by.
Now being Court challenged, the CDC appears to be somewhat relenting. -Tom
