Increasing the cycle threshold makes the test more sensitive in other words but that does not mean it turns a patient who doesn’t have Covid into one who does. It’s about like turning the magnification of a microscope up so you can see something that you couldn’t see under lower power. it was there, you just couldn’t see it. I don’t see how this is a bad thing or evidence of a conspiracy. The samples were sometimes sub-optimal and you needed greater specificity.
