So essentially, those who were there could be charged with being there without benefit of having an approved ticket ?

If this is the case legally, I would say all they can be charged with might be jumping around the entrance security requirements. Even for public access I could understand a weapons check at the door. And this could be the only building access restriction. Bringing in any weapons.
